ALL has developed a complete logistics system around its rail operations. Since the privatization of the Brazilian southern rail network in 1997, and the acquisition of ALL’s Argentine concessionaire subsidiaries in 1999, ALL has achieved significant improvements in:

* Financial Performance: For ALL Brazil operations, from 1997 to 2006, (a) transported volumes in RTK increased at a 12.3% CAGR; (b) gross revenues increased at a 23.7% CAGR, reaching R$1,312.0 million in 2006; and (c) EBITDAR increased at a 57.8% CAGR, reaching R$546.7 million in 2006. For ALL Argentina operations, from 2001 to 2006, (a) transported volumes in RTK grew at a 5.7% CAGR; (b) gross revenues increased at a 28% CAGR, reaching R$154.5 million in 2006; and (c) EBITDAR grew at a 99% CAGR, reaching R$44.4 million in 2006.

* Productivity: For ALL Brazil operations, from 1997 to 2006, (a) employee productivity increased at a 17.7% CAGR, from 1.8 million RTK/employee to 7.8 million RTK/employee; (b) locomotive productivity increased at a 9.2% CAGR, from 1,129 RTK/Kgf to 2,487 RTK/Kgf; and (c) average car cycle was reduced from 15.6 days to 7.9 days. For ALL Argentina operations, from 2001 to 2006, (a) employee productivity increased at a 5.2% CAGR, from 2.3 million RTK/employee to 3.3 million RTK/employee; (b) locomotive productivity increased at a 16.7% CAGR, from 1,058 RTK/Kgf to 1,536 RTK/Kgf; and (c) average car cycle was reduced from 20.8 days to 13.0 days.

* Technology: The Company has developed and installed on-board computers that are based on GPS and satellite data transmission systems in almost all of its locomotive fleet, which has resulted in increased safety and reliability in operations, as well as improved asset utilization. Currently, 100% of the total locomotive fleet has been upgraded with this on-board computer system.

* Safety: ALL has improved its safety record to become one of the safest rail operators in Brazil, and the safety record of its Argentine operations is comparable to that of the Brazilian operations. Using U.S. Federal Railroad Administration (FRA) criteria, ALL’s safety record is comparable to the safety levels of some of the safest U.S. Class I railroads.

* Corporate Culture: It has created a results-oriented culture, and are the only public service concessionaire in Brazil or Argentina to be listed more than once as one of the best companies to work for as ranked by EXAME and APERTURA, two leading national business publications in Brazil and Argentina, respectively.
